human rights and number plates

The Human Rights Act (1993) is even applied to personalised plates!  According to the NZTA messages that can be interpreted as ‘discrimination or bias against race, religious or ethical belief, ancenstry, sexual origin, family or marital status and disability or handicap’  cannot be made.  Do you think they meant sexual orientation rather then origin?
